1. Haklara Destek Programme
1.1 Objectives and Scope of the Programme
Prepared in partnership with Hakikat Adalet ve Hafıza Çalışmaları Derneği (Hafıza Merkezi) and Heinrich Böll Stiftung and funded by the EU, the programme aims to contribute to the development of human rights and participatory democracy by supporting rights organisations and grassroots organisations in Turkey.
In order to achieve this purpose, the programme involves two objectives that are be carried out simultaneously for the duration of two years:
- Provide two-year operational grants to at least 55 rights-based organisations in Turkey (2,775,000 Euro in total), and
- Implement a Capacity building programme that will help develop the institutional capacities and strengthen the impact of the rights-based organisations benefiting from the programme.
Operational grants are flexible and have fewer restrictions than project financing, and they have a positive effect insofar as increasing the ability of organisations to operate independently, improving their quality of work, and strengthening their sustainability. An operational grant is a type of financing that can be used to meet the basic needs and fixed expenses of an organisation, such as personnel expenses, communication expenses, office rent and other operating expenses. The main feature distinguishing an operational grant from a project-based grant is that with the former, candidate rights-based organisations do not have to develop a new project for the application stage. In other words, civil society organisations (CSOs) wishing to benefit from the programme can apply to meet their organisational costs and basic needs, which are essential for their survival but are not supported by many grant schemes.
All CSOs benefiting from the programme are also expected to carry out activities for organisational capacity development with guidance from experts and facilitators during the two-year period covering the operational grant support.
Thus, with the support of operational grants within the framework of the programme, the aim is to enable rights-based organisations to focus on sustaining their existence and meeting their main objectives, while the simultaneous capacity building programme aims to support organisational development and the strengthening of the organisation’s impact.
As part of the Programme’s capacity development objective, all supported organisations are expected to participate in a collective learning and collaboration process aimed at fostering a shared perspective on peace and democracy. This process will be carried out through thematic working groups aligned with the organisations’ respective areas of work and will bring together the other organisations supported under the Programme. Applicant organisations are advised to take this expectation into consideration when preparing their applications.
A two-year sub-grant contract will be signed between the rights-based organisations that will benefit from the support programme and Hafıza Merkezi. The organisations entitled to receive support from the programme will be required to comply with the provisions of this agreement, which they will sign during the terms of the contract phase. Hafıza Merkezi and Heinrich Böll Stiftung will take all necessary measures to ensure the entire process is carried out in compliance with the principles of mutual trust, transparency, cooperation, and equal treatment and will inform the parties in cases of breach, reserving the right to impose sanctions in accordance with the terms of the grant contract.
The Haklara Destek Programme is designed for organisations based in Turkey. Priority is given to organisations established and operating in the Eastern and Southeastern provinces of Turkey. In addition, discrimination and minority rights studies are the priority area of the programme.
1.2 Grant Amount and the Budget
Within the scope of the Haklara Destek Programme, the total grant amount to be awarded to approximately 55 rights-based organisations is set at 2,775,000 Euros.
Applicant organisations may request grant funding according to their total annual income for 2024, as follows:
- Organisations with an annual income of less than TRY 1,500,000 in 2024 may request a grant ranging from EUR 25,000 to EUR 35,000.
- Organisations with an annual income of more than TRY 1,500,000 and less than TRY 7,500,000 in 2024 may request a grant ranging from EUR 45,000 to EUR 53,000.
- Organisations with an annual income of more than TRY 7,500,000 and less than TRY 20,000,000 in 2024 may request a grant ranging from EUR 65,000 to EUR 75,000.
The amount of grant funding that may be requested will be determined based on the applicant organisation’s annual income for 2024.
Applicant CSOs will be asked to provide a budget detailing the costs they will be requesting from the Haklara Destek Programme for the two years covering the grant period and the expected sources of income for the same period.
The prepared budget may not include the ineligible costs listed in the 2.1.3.2 Ineligible Costs section of this document.
As part of organisational capacity building, the grantee is expected to find additional income of at least 10% of the grant amount requested from the Haklara Programme. In other words, the expected additional income of the organisation for 2 years covering the application period must be at least 10% of the grant amount requested from the Haklara Destek Programme.
HM and Heinrich Böll Stiftung reserve the right to reallocate the remaining funds or to not distribute them.
2. Haklara Destek Programme Rules for This Call for Proposal
2.1 Eligibility Criteria
2.1.1 Eligibility of Applicants
2.1.1.1 Who can Apply?
Applicants for the Haklara Destek Programme can be associations, foundations, or non-profit cooperatives who meet ALL of the following criteria:
- Must be legally established before July 1st, 2024* according to Turkish legislation in Turkey,
- Must have an annual 2024 income included in the official financial statements (balance sheet, etc.) does not exceed 20,000,000 TL**,
- Must have Implemented at least one activity involving human rights or the protection of human rights defenders in Turkey in the last two years.
Non-profit cooperatives should submit their Charter with other supporting documents in the application stage, and this Charter should include a provision prohibiting the distribution of profits to shareholders. In the absence of this provision, the cooperative will have to prove profits are not distributed to shareholders through a financial audit report covering the last three years. In addition, it is required that the Board of Directors took an irrevocable decision stating that profits will not be distributed to shareholders in the future.
*Organisation whose establishment date was after July 1st, 2024 and that believe they have an exceptional justification should apply in writing to basvuru@haklaradestek.org, explaining the special situation of the organisation, and request an evaluation for the exceptional application.
** Organisation that do not yet have financial documents (e.g., financial statement, balance sheet, etc.) due to their establishment date should explain the status of the organisation in writing to basvuru@haklaradestek.org.
2.1.1.2 Number of Applicants
Some CSOs may have branches, representative offices, or other representative units. Branches can apply to the Programme separately. The number of applications is not limited. However, in such cases, the following limitations will be applied:
- CSOs with 20 or less branches can be awarded grant for maximum of 2 branches,
- CSOs with 21 or more branches can be awarded grant for maximum of 4 branches.
2.1.1.3 Who cannot Apply?
- Companies,
- Professional organisations, chambers, workers’ and employers’ unions, and chambers of commerce and industry and their federations and confederations,
- Universities and research institutes,
- Initiatives, civil society coalitions, and networks that are not legal entities,
- Turkey representatives of International CSOs,
- Individuals
cannot apply to the Haklara Destek Programme.
2.1.2 Eligibility of Actions
This programme aims to support rights-based CSOs[1]. 1 Rights-based CSOs refer to organisations working in the thematic areas listed below, which include but are not limited to:
Civil and Political Rights
- Algorithmic accountability and AI ethics,
- Right to freedom from arbitrary arrest and detention,
- Right to fair trial and fair execution,
- Digital rights,
- Rule of law,
- Freedom of expression, press, and access to information,
- Freedom of assembly and association,
- Protection against torture and ill-treatment,
- Right to liberty and security of person; protection against arbitrary detention,
- Right to peace and protection from conflict,
- Right to memory, transitional justice, and right to truth,
- Human Rights Advocacy,
- Defending human rights defenders.
Socio-Economic Rights
- Labour and workers’ rights,
- Right to health,
- Right to education,
- Right to the city and housing.
Equality, Non-Discrimination, and Identity Rights
- Right to equality and non-discrimination,
- Women’s rights,
- LGBTIQ+ rights,
- Minority rights,
- Refugee and migrant rights,
- Rights of persons with disabilities,
- Children’s rights,
- Youth rights.
Cultural and Collective Rights
- Cultural rights and cultural identity,
- Right to mother tongue,
- Climate justice and ecological rights,
- Animal rights.
2.1.2.1 Programme Priorities
Politics of fear and blame are on the rise in many countries around the world. Intolerance, hatred, and discrimination divide societies and lead to discrimination against minorities, foreigners, ethnic identities, national, class, linguistic, age and health differences, gender identities and sexual orientations outside the heteronormative order, political or religious identities, and practices that lead to racism. In terms of its scope, the fight against discrimination strongly coincides with the struggle for human rights.
The protection of minority rights, which include individual and collective rights, emerged in order to prevent conflicts. The level of ability of minorities to enjoy the rights they have in every society can be used as a criterion for democracy in that society. In today’s dynamics of Turkish society, it is even more important to embrace minority rights.
Since the right to equal treatment in Turkey is vitally important to the development of democracy and the prevention of polarization in society, the Haklara Destek programme gives priority to human rights organisations that focus on the following issues:
- Discrimination,
- Minority Rights,
- Women Rights,
- LGBTIQ+ Rights,
The evaluation process of the programme has been designed in accordance with this prioritization.
Hafıza Merkezi and Heinrich Böll Stiftung may apply geographical quotas in the application evaluations.
2.1.2.2 Duration
The implementation period of the programme is 24 months. The implementation start date is anticipated to be March 1st, 2027, which means the expiry date would be February 28th, 2029. Planning should be executed according to this time frame when preparing the applications.
2.1.2.3 Location
The core activities of applicants should be carried out within the boundaries of Turkey.
2.1.2.4 Eligible Actions
Applicant rights-based organisations may request grants for the activities listed below for the two-year duration of the Programme (March 1st, 2027- February 28th, 2024). These activities are listed as examples and can be expanded if needed.
- Human resources development activities,
- Visibility actions: communication and outreach,
- Organisational and institutional capacity-building,
- Monitoring, evaluation and social impact assessment activities,
- Core institutional activities (conferences, trainings, meetings, etc.),
- Campaigning and other advocacy activities,
- Documentation and reporting activities,
- Networking, cooperation and solidarity development actions activities,
- Advocacy at local, national and international level for implementation of human rights.
Visibility
Applicants must take all necessary steps to announce that the European Union is financing the project if they qualify for the support programme. In exceptional cases, CSOs can be exempt from applying the visibility principles detailed in the Communication and Visibility Guidelines through a preliminary written authorization from HM and Heinrich Böll Stiftung, if it presents an identifiable and justified risk to the beneficiary. 2.1.2.5 Ineligible Actions
Within the scope of the programme, grants cannot be requested for the activities listed below:
- Activities concerned only or mainly with individual sponsorships for participation in workshops, seminars, conferences, congresses,
- Activities concerned only or mainly with individual scholarships for studies or training courses,
- Activities supporting political parties,
- Activities aiming predominantly at charitable donations and profit-making activities,
- Activities already funded by other programmes and undertaken before the date of contract signature,
- Actions intended to solely raise funds and/or promote the visibility of the applicant or its partner(s),
- Actions which consist of capital expenditure, e.g., land, buildings and vehicles,
- Sub-granting activities,
- Activities carried out by receiving grants from the European Union (including through European Development Fund (EDF)) grant or by any other national or international funding organisation.
2.1.3 Eligibility of Costs
The key distinguishing feature of the operational grant is that the applicant organisation does not have to develop a project specific to this application. CSOs benefiting from the operational grant can meet the costs of the activities they are conducting or planning to conduct and/or of their fixed organisational expenses with the financial support they will receive from this programme. The operational grant is given to strengthen the Human Rights field and to support the sustainability and continuity of organisations working in this field.
Candidate CSOs are asked to provide a budget detailing the costs they will be requesting from the Haklara Destek Programme for the two years covering the grant period, as well as the expected income they foresee for the same period, using the BELLEK Grant Management System at the application stage. Only eligible costs – listed below – which are not covered by another funding source can be requested from the programme. The categories of costs that are eligible and non-eligible are indicated below.
2.1.3.1. Eligible Costs
The costs requested by the applicants from the Haklara Destek Programme must be in line with the costs stated below:
- The cost of staff, corresponding to actual gross salaries including social security charges and other remuneration-related costs (excluding performance-based bonuses); salaries and costs shall not exceed those normally borne by the organisation, the cost of staff employed at the organisation, corresponding to actual gross salaries including social security charges and other remuneration-related costs Travel and per diem expenses for staff and other persons,
- Travel and per diem expenses for the organisation’s staff and other persons,
- Research and publications costs, and the expenses necessary to disseminate them,
- All kinds of corporate visibility and publicity expenses,
- Translation costs,
- Expenditures related to organisational capacity development,
- Monitoring, evaluation, social impact assessment and external audit expenses,
- Membership fees for national / international networks and platforms,
- Equipment costs (purchase or rental) and cost of supplies (the requested amount cannot exceed 30% of the total budget),
- Overhead costs, including office rent or leasing of buildings, equipment and assets, office-related depreciation costs, dues, electricity, water, heating, information technology costs, telecommunication costs, maintenance and repair contracts’ costs, and other office expenses,
- Any expenditures related to the main activities of the Beneficiary (conferences, trainings, meetings, etc.),
- Campaign and other advocacy activities,
- Documentation and reporting costs,
- Networking, cooperation and solidarity development costs,
- Advocacy at local, national and international level for implementation of human rights costs.
Building service fees, electricity, water, heating, and telecommunications expenses will be covered under indirect costs. Applicant organisations may budget for indirect costs, provided that such costs do not exceed 4% of the total proposed project budget.
2.1.3.2 Ineligible Costs
The following costs are not eligible and under this programme grants cannot be requested:
- Taxes, including Value-Added Tax (VAT),
- Costs incurred before the signing of the grant Contract,
- Vehicle rentals and fuel costs,
- Debts and debt service charges (interest),
- Provisions for losses or potential future liabilities,
- Costs declared by the organisation and financed by another action or work programme receiving a European Union (including through European Development Fund (EDF)) grant or by any other national or international funding organization,
- Purchases of land or buildings and/or all types of motor vehicles,
- Currency conversion costs and foreign exchange rate losses related to the project-specific Euro account and other financial expenses,
- Credits or sub-granting to third parties,
- In kind contributions,
- Charity works and humanitarian aid,
- All kinds of fines imposed on organisations or officials of organisations,
- Personal expenses of the employees, volunteers, and managers of the organisation,
- Excessive or disproportionate spending,
- Personnel premiums and bonuses,
- Negative interest charged by banks or other financial institutions.
2.1.4 Ethics Clauses and Code of Conduct
Any CSO who is identified as violating the Ethics Clauses and the Code of Conduct at any stage of the programme will be excluded from the programme.
2.1.4.1 Programme Principles
The applicants should have a holistic approach to, understanding of and commitment to human rights. The main principles include opposition to the use of violence, racism and discrimination, support of peace and tolerance, and advocation of human rights for all groups and identities. These principles are based on international human rights instruments and conventions and case-law on human rights law. Attitudes, discourses and/or activities that are contrary to any of these principles may lead to the exclusion of an organisation from the programme.
2.1.4.2 Absence of Conflict of Interest
The applicant must not be affected by any conflict of interest and must have no equivalent relation in this respect with other applicants or parties involved in the actions. Any attempt by an applicant to obtain confidential information, enter into unlawful agreements with competitors, or influence the independent evaluators, evaluation committee, the project team and project partners during the process of examining, clarifying, evaluating, and comparing applications will lead to the rejection of the application.
2.2. How to Apply and the Procedures to Follow
Applications are made through the BELLEK Grant Management System, which can be accessed on the website (www.haklaradestek.org/basvuru). Instructions for creating a user profile and completing the online application are available at www.haklaradestek.org. If you encounter any technical problems when using the application system, please send an e-mail to basvuru@haklaradestek.org.
2.2.1 Application Documents
Information on the Application documents, the standard sub-grant contract sample, and annexes are available on the programme website.
Applicants must create a user profile in the BELLEK Grant Management System at www.haklaradestek.org/basvuru. In addition, the Annex-A Application Form, Annex-B1 Budget Form, Annex-B2 Expected Income Form, and Annex G Declaration on Honour form should be completed during the application stage.
The following documents should be uploaded to the relevant fields in the application system (in pdf format) to complete the application:
- By-laws, Foundation Deed, Charter;
- Financial statements submitted to the Associations Department or General Directorate of Foundations and official documents proving income and showing that profits were not distributed for cooperatives in the last two years (2024 and 2025);
- Activity Report (full year, 2025);
- Operating Certificate (obtained within the last 3 months);
- Strategic Plan (to be added if available).
Any errors, omissions, or inconsistencies in the application form and its Annexes, as well as any incomplete information provided in the application, may lead to the rejection of the application.Clarifications will only be requested when the information provided is unclear and thus prevents the evaluators from conducting an objective assessment.
Only the Annex-A Application Form, Annex-B1 Budget Form, Annex-B2 Expected Income Form, Annex-G Declaration on Honour, and uploaded supporting documents will be evaluated. It is therefore of the utmost importance that these documents contain ALL the relevant information concerning the action.
Additional information outside of what is requested should not be sent.
The language of the application is Turkish.
2.2.2 Where and How to Send Applications
Applications are made through the BELLEK Grant Management System, which can be accessed at www.haklaradestek.org/basvuru.
2.2.3 Deadline for Submission of Applications
Applications for the Haklara Destek Programme shall be submitted between July 16th, 2026 and August 31st, 2026. The application period will end on August 31st, 2026, at 17:00 local time, at which point the application system will be closed automatically.
2.2.4 Support to be Given During Application Process
You can access detailed information about the Haklara Destek Programme, as well as documents and videos regarding the application process and evaluation criteria, at haklaradestek.org.
We have developed various tools to help and support you with any additional questions you may have during the application period.
2.2.4.1 Question- Answer Meetings
During the application period, the Haklara Destek team will hold three online meetings to answer your questions about the application. The meetings are planned to be conducted at the following dates and times:
- July 16th, 2026, at 14:00 p.m.,
- July 30th, 2026, at 14:00 p.m.,
- August 17th, 2026 at 14:00 p.m.
In order to participate in online meetings, a participation form must be filled out at www.haklaradestek.org.
2.2.4.2 Frequently Asked Questions and e-mail
At www.haklaradestek.org/FAQ, under the Frequently Asked Questions heading, you can find answers to some of your questions. You can send questions you cannot find in the Frequently Asked Questions section to basvuru@haklaradestek.org. New questions and answers from the candidates will be published collectively on the programme website on the second day of the following week without specifying the person/CSO asking the question.
The latest date to send questions about the Haklara Destek Programme is August 24th, 2026, 17:00 local time. All questions will be answered no later than June 27th, 2026.
2.3 Evaluation of Applications and Selection
The evaluation will be completed in three stages: Administrative Checks, Assessment, and Verification of Documents.
If the examination of the application reveals the proposed action does not meet the eligibility criteria stated in Section 2.1, the application will be rejected on this sole basis.
If the applicant’s activities do not meet the eligibility criteria set out in Section 2.1 Eligibility Criteria, the application may be rejected on this sole basis before the completion of the evaluation process.
Any CSO who is identified as violating the Ethics Clauses and the Code of Conduct at any stage of the programme will be excluded from the programme.
2.3.1 Administrative Checks
During the administrative check, the following will be assessed:
- Application is completed before the deadline,
- Eligibility of the CSO’s legal status,
- Implementation of at least one activity on human rights or for the protection of human rights defenders in Turkey in the last two years,
- The annual 2024 income included in the official financial statements (balance sheet, etc.) does not exceed 20,000,000 TL,
- Eligibility of the requested budget amount:
- Organisations with an annual income of less than TRY 1,500,000 in 2024 may request a grant ranging from EUR 25,000 to EUR 35,000.
- Organisations with an annual income of more than TRY 1,500,000 and less than TRY 7,500,000 in 2024 may request a grant ranging from EUR 45,000 to EUR 53,000.
- Organisations with an annual income of more than TRY 7,500,000 and less than TRY 20,000,000 in 2024 may request a grant ranging from EUR 65,000 to EUR 75,000.
- The income declared in the Expected Incomes field is equal to or greater than 10% of the grant amount requested from the Haklara Destek Programme,
- Implementation period is between March 1st, 2027 and February 28th, 2029,
- Application, Budget, Expected Income tabs on the BELLEK GMS and Annex-G Declaration on Honour are fully completed,
- Electronic copies of the supporting documents requested are correctly uploaded to the system.
The applications that pass the administrative checks are assessed.
2.3.2 Assessment
In the Assessment phase, the applicant organisation will be examined in detail and scored on the issues of relevance to the programme, organisational focus area, impact and contribution, organisational management and development, and budget. The eligibility criteria for the programme are described in detail in this document under Section 2.1 Eligibility Criteria.
In the assessment phase, applications are evaluated over a total of 100 points using the distribution shown in the evaluation grid below. A score of 1 to 5 is given to each sub-heading of the evaluation criteria based on the applicant’s answers and the documents submitted: 1 = very poor; 2 = poor; 3 = adequate; 4 = good; 5 = very good.

** This score is multiplied by 2 because of its importance.
If the total score obtained from the Evaluation Criteria sections; 1- Relevance to the Programme and 2- Organisation Focus Area, Impact, and Contribution is less than 25, the application will be rejected. If the total score is less than 10 points on the Evaluation Criteria sections; 3-Organisational Management and Development and 4-Budget, and if the score for at least one of the subsections under Budget section is 1, the application will also be rejected.
2.3.3 Provisional Selection
When the assessment is completed, a sequential list based on the evaluation scores of the organisations will be created. Applications with the highest scores will be conditionally selected until the total amount of the grant for this programme is reached.
After the evaluation of applications, e-mails will be sent to all applicants, indicating whether the application was evaluated or not and the provisional results of that evaluation.
2.3.4 Verification of Documents
All applicants whose applications have been provisionally selected will be informed in writing and should upload the following supporting documents to the BELLEK Grant Management System for eligibility verification within 10 days after receiving the written notification:
- The statutes or articles of association of the applicant,
- Financial statements submitted to the Associations Department or General Directorate of Foundations and official documents proving income and showing that there was no distribution of profit for cooperatives in the last two years (2024 and 2025),
- Authorized signature identification for the organisation representatives,
- Financial identification form of the applicant conforming to the model attached as Annex C of these guidelines and certified by the bank to which the payments will be made. This bank should be located in Turkey.
- Signed and stamped original version of Annex-G Declaration on Honour uploaded at application stage.
All uploaded documents must have a wet signature or be notary approved. If requested by the Hafıza Merkezi and Heinrich Böll Stiftung, the originals of the documents will be submitted to the address below no later than 10 days from the request:

If the above-mentioned documents are not provided before the deadline indicated in the written notification, the application may be rejected.
The Declaration on Honour by the applicant will be cross-checked with the supporting documents provided by the applicant. Any missing supporting document or any incoherence between the declaration by the applicant and the supporting documents may lead to the rejection of the application on that sole basis.
After the documents are verified, a list of institutions that are eligible for a grant will be created.
2.3.5 Content of the Decision
The applicants will be informed in writing, via the e-mail sent to the registered e-mail address, of the final decision concerning their application.
2.4 Indicative Timetable

This indicative timetable includes provisional dates (except for dates and hours 2, 3, and 4) and may be updated during the implementation of the programme. In such cases, the updated timetable will be published on the website of the Haklara Destek Programme.
2.5 Conditions for Implementation After the Decision to Award a Grant
A standard grant contract will be signed with the CSOs awarded a grant (see 4.3.1 Contract and its Annexes). Under the programme, the grantees are required to submit periodic reports to the grant provider during the implementation of the programme and after the programme is completed. It is planned that the Haklara Destek team will conduct visits to the organisations on a periodic basis, workshops and meetings to be organized in line with the needs, specialized support to be provided to the institution, and meetings to be organized for the organisations to share their experiences with each other.
During the implementation of the programme, it may be necessary to work with independent individuals or institutions to carry out monitoring and impact assessment studies of supported CSOs. The programme team may carry out additional studies (analysis of CSO requirements, studies, meetings, etc.) as needed. Organisations that are entitled to receive grants are expected to participate in these studies, to support them, and to complete the activities expected from them on time.
