Haklara Destek Program (Haklara Destek/Support to Rights) aims to contribute to the advancement of human rights and participatory democracy by supporting small scale and grassroots human rights organisations. This program operates as a sub-granting mechanism financed by the Delegation of the European Union to Turkey and managed by Hafıza Merkezi and Heinrich Böll Stiftung. 

With Haklara Destek II, which started on January 1, 2023, institutional grant and capacity building program will be provided for 41 rights-based organizations during the two year-long implementation period.

During Haklara Destek I, which took place between July 2020 and June 2021, 48 organisations working with a rights-based approach went through a capacity building program involving institutional grants and simultaneous mentoring, one-to-one expert support, and workshops in priority areas. After the program, the report titled The Shrinking Democratic Space and the COVID-19 Pandemic in Turkey from the Perspective of 48 Rights-Based CSOs was published.
