The application period for the Haklara Destek II financial support and capacity development program for human rights organisations in Turkey begins on May 16, 2022. The application period will last 45 days and end on June 30, at 5 p.m. 

The Haklara Destek Program, a grant project financed by the Delegation of the European Union to Turkey and managed by Hafıza Merkezi and Heinrich Böll Stiftung, aims to contribute to the advancement of human rights and participatory democracy by supporting small scale and grassroots human rights organisations. In addition to the institutional grant and the capacity development program provided through the Haklara Destek I program, we are aiming to increase the solidarity and collaboration between organisations to strengthen the fight for human rights with this new round of support.

The program will benefit the beneficiaries between January 1, 2023 and December 31, 2024. Designed as a double mechanism that will be implemented simultaneously for two years, Haklara Destek aims to provide a total of 1,800,000 Euros of institutional grant support for at least 40 human rights organisations based in Turkey, and to implement a capacity development program that will contribute to the organisations’ institutional development and impact expansion. The grants requested by the organisations will vary between 25,000 and 45,000 Euros.

Hakara Destek aims to support associations, foundations, and non-profit cooperatives. The applicant organisation must (1) be operating in Turkey and have been established before January 1, 2021 in compliance with the Turkish legislation (2) have had an income of 2,000,000 TL or less in 2020, as shown by official financial statements and (3) have implemented at least one activity related to human rights in Turkey during the last two years. 

To foster the right to equal treatment, contribute to the advancement of democracy, and prevent social polarization, we will prioritize organisations that work to fight discrimination and advance minority rights. We will also be giving priority to organisations established and active in the East and Southeast provinces of Turkey.

The Application Process 


The applications will be submitted on the BELLEK Grant Management System (BELLEK) in Turkish. Mailed applications will not be accepted. 

The two main resources to assist you during your application process are the Haklara Destek Application Guide and a series of six support videos. We further recommend that you refer to the Financial Application Guide and the BELLEK System User Guide, which complement the other two resources. We expect the general approach and the activities of the applicant organisations to be in line with the comprehensive human rights principles we have identified. If an organisation’s activities are found not to comply with these principles, the application will be denied. You can find more information about the Rights-Based Approach here. 

During the application period, the following support mechanisms will be offered to the organisations considering applying:
